When I logged on it said some guy was sighted near my planet, chance of counter-espionage 1%. What does that mean?

If he does a lot of it in a short time then ya, he is preparing for an attack most likely.

You could either

a. attack him first
b. heavily defend yourself
c. send all resources away and tell him there is no reason to attack
d. get us to attack him

i think you should make defences cuz they will last longer than ships and he might not want to attack u after seeing u have a big defence.

Well I think my defense at the moment would be strong enough to hold.
It consists of 12 rockets 30 l lasers 11 h lasers and 13 ion cannons.
I still dont get the 1% conter espionage bit?

it just means that espionaged u and he has higher espionage lvl than u so u only had 1% chance of counter-espionaging him

u dont really have to worry much bout that guy who espionaged u cuz 7 cruisers could be destroyed easily by a good defence
